  • Children are the heritage of the Lord, but God entrusts parents with the responsibility to train children in the nurture and admonition of the Lord. (Gen. 17:9-13; 18:17-19; Deut.6: 4-9; Ps. 127:3; Prov. 22:6)

  • Knowledge obtained through a proper learning process creates persons skilled for the job of stewarding the earth for the kingdom and for releasing the earth from the bondage associated with sin and the fall. • Declare that anarchy, defiant arrogance, and intimidating force are paralyzed in Jesus Name

Purpose, Authority, and Benefit of Government

1. What is the purpose of government
  • Civil Government is the third of three human institutions that possess representative authority to exercise disciples in God’s name. Tyranny is the usurpation of power or responsibility of one jurisdiction over another; and in recent years, the civil government structures within the States and the Nation have been increasingly obliterating the boundaries of both the church and family to seize power that which belongs under the other two jurisdictional entities.
  • The methods and patterns for civil government are outlined within both the Old and New Testaments, which are designed to shed light upon the subject of civil polity and divine administrations. To reject God’s Word on the civil realm is equivalent to consigning patterns of humanism and the exalted reasoning of sinful men as the arbitrators of peace and justice. (Deut. 17:18-20; II Chron. 6:12-42; II Ki. 22:8-23:3)
  • “The moral principles and precepts contained in the scriptures ought to form the basis of all our civil constitutions and laws. All the miseries and evils which men suffer from vice, crime, ambition, injustice, oppression, slavery, and war, proceed from their despising or neglecting the precepts contained in the Bible.” (Noah Webster, American Dictionary of the English Language (1828))
  • Civil Government is empowered to protect the citizenry by the use of the ‘sword’ to punish criminals within society and to assemble military for national defense. (Rom 13:3-4; Num. 35:29-31; Deut. 17:6-7; 19:15-21; 33:20-21; II Sam. 8:15; Ps. 9:7; 89:14; Prov. 8:15; 16:12; 20:28; Num. 31:25-47; Deut. 24:5)
  • A system of courts, whose laws must be based upon God’s Word, is to be established to protect the rights of individuals apart from bias or prejudice that citizens might be free to exercise their labor without any unjust or immoral interference from another individual, any interest group, or from a collective vote of the electorate. (Ex. 18:13-26; Jer. 22:13; Is. 10:1-2; Ps. 94:20; Rom. 13:3; I Tim. 1:9-10)
  • Government holds the responsibility of establishing and maintaining just weights and balances, which will insure the integrity of the nation’s economy and the stability of the market. (Lev. 19:35-37; Deut. 25:13-17; Prov. 11:1; 16:11; 20:10, 23)
  • The legitimate goal of all government is protection of the lives of the citizens, including the oversight and prevention of, as well as the quarantine against, infectious disease. (Lev. 13:38-59; 14:1-57; Num. 5:1-5; II Chron. 26:16-23; Mt. 8:1-4)

2. What authority does government possess?
  • Civil government is considered to be the minister of God for punishment of evil-doers. (Rom. 13: 1-6)
  • God sets dignitaries as it pleases Him and turns their hearts to accomplish His will, which might be to release blessing or to unleash cursing upon the earth in response to the deeds of men. (Ex. 14:1-8, 16-18; Deut. 2:30-33; Prov. 21:1; Dan. 2:37-38; 4:24-37; 5:22-31; Ezra 5:12-17; Is. 47:1-15; Jer. 25:11-14)
  • Civil government has the authority to tax its citizens for revenue. Biblical taxes are based upon increase, are levied for military purposes, are not to exceed the 10% tax of God (the tithe), and are not to be placed upon a man’s inheritance. (Rom. 13:6-7; Mt. 17:24-27; 22:21; Lev. 27:30-34; Deut. 14:22-25; Ex. 20:17; Deut. 27:17; 22:28; I Sam. 8:7-22)
3. Who is granted authority to rule?
  • All delegated authority flows from God and is accountable to God for the execution of that authority. (Rom. 13:1-2; Jn. 19:11; Ps. 2; Dan. 4:35-37; I Tim. 6:15; Rev. 17:14)
  • Biblical leadership follows the pattern seen in Christ of service and humility with a focus on de-centralization. Anti-Christ and godless leadership is established through manipulation, pride, and top-down authoritative dominion. (Deut. 16:18-20; Mt. 20:25-28; Phil. 2:5-8 vs. Gen. 11:1-9; Jud. 9:1-6, 52-57; Dan. 2:45; Dan. 7:7; Rev. 13:1; Is. 12:12-14)
  • Civil rulers should be God-fearing with interest in morality and religion who exemplify integrity, principles, and Christian character. (Ex. 18:21; II Sam. 23:3; Prov. 29:2)

4. What are the limits of civil governments?
  • Civil government is not granted responsibility over education, nor called to administer charity, nor allowed to intrude into church dogma. (Deut. 6:6-9; Ruth 2:1-3; Lk. 10:30-36; 19:1-8; II Chron. 26:18)
  • What God would not allow an individual to do to another individual, such as stealing the inheritance that a man has laid up for his heirs, God does not allow the collective to do through the use of legislation. God does not sanction a covetous person nor does He endorse a covetous nation. (I Ki. 21:1-16; Jer. 34:8-20)
  • Obedience to unjust and tyrannical civil magistrates comes after obedience to God’s commands, therefore under limited conditions based only on compliance with God’s Word, men are required to refuse compliance to civil authority. (Daniel and the lion’s den – Dan. 6:4-24; Shadrach, Meshach, and Abednego in the fiery furnace – Dan. 3:8-30; Moses’ contest with Pharaoh – Ex. 5-12; Peter and John with the Jewish leaders –Acts 4:18-19; Stephen and the religious council – Acts 7:51-60
